The Carbon War Room is a non-governmental organization founded among others by Sir Richard Branson, founder and chairman of the Virgin group. The Carbon War Room pushes for market-driven solutions to climate change. The approach is to identify the barriers that are preventing market-based scale up of climate change solutions. Barriers could be policy gaps, principal-agent problems, information gaps, and lack of common standards or metrics. The Carbon War Room has gathered support for the adoption of the Energy Efficiency Index both for new and existing vessels.
